Update Handbook DG Competition

July 2006

ENCORE is preparing a compendium of case studies on  DG Competition Decisions since 1964 to date. It will be a syllabus for the use in applied IO courses worldwide. The collection  will be structured according to the nature of the core economic arguments made in the case. In particular it will focus on landmark ‘economic’ cases, defined as cases inheriting a certain economic principle or argument firstly applied or interpreted, which thereby became a reference point for later decisions in similar cases.

The organization of the cases  will closely follow the structure of several leading graduate text books in (applied and theoretical) IO. As such, the syllabus will be set up to be used as a companion piece to these texts in (under)graduate courses.

Of each economic topic identified, the compendium will summarize the landmark case laying down in jurisprudence the issue as a breach of European Competition Law. In cases in which further progress in economic argumentation and understanding of the topic was made in later decisions, further developments will be described as well. Of these landmark decisions, an (edited) copy of the original decision as published in the Official Journal will be attached to the template formatted description.

Furthermore, the syllabus will contain a list of later cases in which the topic was central for each category. This list will solely include the official EC case name, decision date as well as a reference to the OJ publication.

The research will cover Article 81, 82 and 86 decisions (the considered decisions will be only the formal ones adopted by the Commission). It will not cover state aid, liberalization, or specific regulatory issues of competition law.

The handbook will have an extensive introductory chapter. The project is prepared by a team consisting of Martin Carree and Andrea Günster (Maastricht University) and Maarten Pieter Schinkel, Jules Theeuwes, Jeroen Hinloopen and Francesco Russo (ENCORE, University of Amsterdam).
